An additional two individuals have been arrested in connection with a theft at London's Heathrow Airport in which 21 people were injured by a substance believed to be pepper spray, according to police.

A man, 24, was taken into custody in Lambeth for suspected theft and assault and a woman, 23 was detained on suspicion of conspiracy to commit robbery. Both individuals are still being held, authorities confirmed.

The arrests come after a probe into an attack at the multi-storey car park at Heathrow's Terminal 3 on Sunday. Prior to the attack, a pair of female travelers were robbed of their suitcases after getting out of a car park lift.

A toddler aged three was one of the those hurt during the incident. A total of five individuals were taken to the hospital for treatment and have since been discharged.

Officers arrested a 31-year-old man on suspicion of robbery and assault close to the location. He was subsequently released pending further inquiries as the investigation proceeds.

Authorities were called at about 8:10 in the morning GMT following reports of several individuals hurt by a noxious substance believed to be pepper spray.

The assault - an event that authorities stated was a standalone incident and not being treated as an act of terror - resulted in train delays and the temporary shutdown of the main airport tunnel and the T3 parking facility for a short time.
